Being one of the Cham bigger complexes of towers, it suffers the least deterioration. According to the legend, Kinh Jaya Simhavarman III (13-14th century), who gave great contribution to the struggle against invaders as well as agriculture and irrigation. The sculpture in stone on the door of the main tower is regarded as one of the most valuable artwork in style of Man tower. Especially, Mukhalinga, the statue of King Po Klong Garai, was beautifully sculptured and has been preserved intact.
The tower is the place where the festivals and ceremonies of the Cham are held yearly. On New Year Days (Mbang Kate) or at the ceremony for praying for rain (Yor Yang), the tower is the center of many Cham cultural activities.
Ninh Thuan bears a lot of Cham cultural features for many of the inhabitants here are Cham people. This special culture is reflected in the script, traditional costume, architecture, sculpture, pottery, tradittional weaving... Cham folk songs and dances are a part of Vietnamese cultural heritage. Matriarchal customs have been still practiced by the locals.
The Cham still maintain such traditional festivals and ceremonies as opening a ditch, building a dyke, blocking a river, celebrating milk rice, harvesting the crops... Part of Cham community earn their living from fishing.
